The 78' has it under the dash next to the fuse panel. It just seems to hang from the harness (at least mine does). The horn relay is powered off the stop/Haz fuse (orange wire). One side of the relay goes to ground (black wire) through the horn switch (to close the relay contacts) and the other side (dark green wire) goes to the horn (s).
Best thing to do is to unbolt the horn (13mm nut on top) then remove the cables, roughen the terminals & refit - solved my problem.
